EMBARQ - The World Resources Institute (WRI) Center for Sustainable Transport is seeking a Director of Infrastructure Finance to lead the financial planning and capital generation for urban transport projects across the EMBARQ Network.
 
EMBARQ works with cities in the developing world to catalyze and help implement sustainable solutions to problems of urban mobility. Established in 2002, the EMBARQ Network has grown to include five Centers for Sustainable Transport, located in Mexico, Brazil, India, Turkey, and the Andean Region. The centers collaborate with local transport authorities to reduce pollution, improve public health, promote economic development, improve road safety, and create safe, accessible and attractive urban public spaces. The network employs more than 70 experts in fields ranging from urban planning to air quality management; geography to journalism; and sociology to civil and transport engineering. For more information about EMBARQ, please visit http://www.embarq.org
 
Responsibilities
 
EMBARQ is seeking a highly motivated and self-driven professional to lead the delivery of financing to urban transport projects across the EMBARQ Network. Major responsibilities include, but are not limited to:
 
  • Oversee EMBARQ’s efforts to help deliver financing to sustainable urban mobility projects. Develop EMBARQ Network strategy and business model, and help build internal capacity to implement the same.
  • Provide technical expertise to government clients regarding financing sustainable urban transport projects. Help government clients produce detailed and accurate financial information about their projects, and help them structure and secure financing for it.
  • Cultivate relationships with development banks, capital market investors, insurers, and other entities that can either finance or guarantee project debt; as well as with private financial service corporations that could play a role in project financing.
  • Manage the EMBARQ Network’s knowledge in this field, by leading a Practice Area Network and by providing technical expertise internally as needed to support projects throughout the network.
  • Manage professional staff that provides related technical assistance.
  • Identify and lead relevant research by EMBARQ/WRI on emerging trends and best practices in financing urban transport projects.
  • Work on related issues and tasks according to the requirements of the program. Activities will be defined on a project-by-project basis across the EMBARQ Network. The work involves international travel and working with diverse disciplines and people.
 
Qualifications Required:
 
·         Master’s degree in business, finance, international banking, or public infrastructure management.
·         At least 10 years of relevant professional experience.
·         Proven ability to structure financing for public infrastructure projects, and to cultivate relationships with governments and international organizations.
·         Proven ability to manage projects and work in multi-disciplinary and multi-cultural teams.
·         Self-motivation and enthusiasm to work in developing countries and on sustainability issues.
·         Excellent English. Knowledge of Spanish, Portuguese, Turkish, or other major language is a plus.
·         Advanced knowledge of standard software applications.
·         Availability and willingness to travel internationally.
